Criminal aliens released in the United States “commit crimes against Americans at an alarming rate”

Of the millions of illegal immigrants who have entered the United States under the Biden administration’s radical border-opening policies, over 617,000 have criminal records, harassing Americans and terrorizing communities across the country. “The consequences are devastating, as illegal aliens commit crimes against Americans at alarming rates,” said a report released by the House Judiciary Committee. “The Biden-Harris administration’s radical policies ensure that criminal illegal aliens can stay in the United States indefinitely, even after they have committed a crime.” The document focuses on the cases of four illegal immigrants from Venezuela who brutally attacked a man on a Chicago Transit Authority (CTA) train earlier this year. The Department of Homeland Security (DHS) released one of the men in 2022 and the other three in 2023 within the United States after they crossed the Mexican border. Three of the men were in custody following arrests for shoplifting when they committed their latest crime in the Windy City.

In February, the Venezuelan migrants – Yonnier Jose Guasamucare-Garcia, Carlos Luis Carreno-Carreno, Johandry Fernando Loyo-Rodriguez and Wilker Miguel Gutierrez Sierra – were arrested in connection with a “violent knife attack” on a 49-year-old man riding a CTA train on a Saturday afternoon. The victim was placed in a “vicious chokehold” that rendered him unconscious and robbed of money and a cellphone. The four illegal immigrants listed government-funded migrant shelters as their home addresses when they were arrested. A local news outlet reported that the perpetrators were between 18 and 22 years old, citing a public defender who confirmed that they were “all housed in shelters in the area” at the time. One of the Venezuelans entered the United States under a special program for unaccompanied alien children (UAC), which has accepted nearly half a million migrants under the age of 18 in recent years. As of July 2, 2024, three of the Venezuelan criminals were still in the custody of Chicago police, but one was released with an electronic monitoring device.

Records obtained by federal lawmakers show that Guasamucare-Garcia entered the U.S. on Sept. 18, 2022, in Eagle Pass, Texas, as a UAC, claiming to have an uncle in Houston. He was released to a sponsor and arrested about a year later in Chicago on shoplifting charges. Less than a year later, Carreno-Carreno also crossed the border in the Eagle Pass area and “claimed he had a credible fear of returning to his home country.” He was released on parole with a summons to appear (NTA) in immigration court in Chicago on May 20, 2026. He was arrested in Chicago on shoplifting charges a few months later. Loyo-Rodriguez also entered the U.S. near Eagle Pass in July 2023, records show. He voluntarily returned to Mexico after a U.S. asylum officer told him about a special parole program for Cubans, Haitians, Nicaraguans and Venezuelans that required him to leave the country and apply through the CBP One app. He never did, however, and instead crossed the border near El Paso about a month later. His filing states that Border Patrol determined he was “likely to flee,” but the agency let him into the country anyway. A few months later, Loyo-Rodriguez was arrested in Chicago for shoplifting. Gutierrez Sierra was encountered by Border Patrol near El Paso in late September 2023. He was released “due to lack of space” in the country and received an NTA from an immigration court in Houston on January 24, 2024.

The case of the Venezuelans helps illustrate the real-world consequences of Biden-Harris’ immigration policies for American citizens, the House Judiciary Committee points out, adding that the impact of these policies will be felt for years to come. “For more than three and a half years, President Joe Biden and ‘border czar’ Vice President Kamala Harris have orchestrated the largest mass release of illegal aliens into the country in American history,” the congressional committee writes. “Because of the Biden-Harris administration’s radical immigration policies, there are now well over 7 million illegal aliens in the United States. The results are all too predictable: overwhelmed cities, devastated public services, and communities devastated by the criminality of some illegal aliens.”
