BCDA and DENR executives face criminal charges

A criminal and administrative complaint of corruption, serious misconduct and conduct prejudicial to service has been filed with the Office of the Ombudsman against OFFICIALS of the Bases Conversion and Development Authority (BCDA), the Department of Environment and Natural Resources (DENR) and the Clark Development Corp. (CDC). The complainant filed the complaint in connection with the termination of the 50-year lease of Metro Clark Waste Management (MCWM) Corp., which was set to expire in 2049.

In a 29-page affidavit of complaint dated September 9, Victor Hontiveros, MCWM’s authorized representative, filed a complaint against BCDA Chairman Delfin Lorenzana, President and CEO Joshua Bingcang and Officer-in-Charge Gizela Kalalo, DENR Director Jacqueline Caancan and CDC President and CEO Agnes Devanadera, urging the Ombudsman to place them on precautionary suspension pending the outcome of the investigation.

“Simply put, in their collusion, respondents disregarded the sanctity of the lease agreement between CDC and complainant MCMW for the 100-hectare area on which the Kalangitan landfill is located and committed blatant acts to implement their sinister plan to illegally evict MCMW from the leased area to benefit certain companies also engaged in waste management,” the complaint states.
